DCC-2025-02-R: Animal Cannabis Product Standards

Status:  Approved and filed with Secretary of State on November 24, 2025. Effective January 1, 2026.

Summary:  The Office of Administrative Law (OAL) has approved and filed the Department of Cannabis Control’s (DCC) regulatory action to adopt regulations implementing Assembly Bill 1885 (Chapter 389, Statutes of 2022), codified in Business and Professions Code (BPC) section 26130(e), which requires the DCC to establish standards for animal cannabis products. These regulations take effect on January 1, 2026. Cannabis products shall not be marketed or sold for use on, or consumption by, animals before these regulations for animal standards take effect.

Specific changes include:

  • Clarifying that animal cannabis products are subject to the same requirements as adult-use cannabis products.
  • Limiting animal cannabis products to edible cannabis products, orally consumed concentrates, and topical cannabis products.
  • Limiting animal cannabis products to no more than 1 milligram of total THC per package.
