Summary
This project examines how California’s legalization and regulatory framework is reshaping cannabis cultivation, including where legal farms are emerging and what encourages or prevents growers from entering the regulated market. The work finds that local permitting and land-use rules help shape distinct patterns of legal production, while regulatory costs and administrative burdens could make compliance especially difficult for smaller legacy growers.
