Summary
This project investigates cannabis market prices and the economic impacts of different tax structures in California. It analyzes over 27 million price data points collected from both licensed and unlicensed cannabis retailers since 2016. The study simulates the effects of current and alternative tax structures on government administrative costs and revenues, retail cannabis prices, and the overall viability of legal cannabis markets in California. The report also explores the potential economic impacts of the recently eliminated cultivation tax and other tax scenarios.
